Debbie Oberbillig CPC, PHR
Debbie Oberbillig is President and Founder of Allen Partners.
Her experience includes recruiting and advising leadership in companies ranging from Fortune 500 companies
to emerging technology firms.
Debbie started Allen Partners primarily to expand and share her expertise in recognizing and developing
top talent. She has significant industry intelligence in all facets of talent management and has a
successful history of training and building teams throughout new geographies. She loves recruiting, and
her greatest pleasure is sharing employment intelligence with others.
Debbie grew up on the coast of Oregon and you can often find her there, or on Whidbey Island with her
husband Joe, and their fuzzy friends, Libby and Jack. Joe is a golf enthusiast, so she is often on a
premiere golf course somewhere in the US. She has a strong commitment to community as shown by her
involvement with the Highline School District, WWEE, YWCA, DECA and the Seattle Jobs Initiative where
she has mentored and assisted in developing and delivering employment skills training.
Little Known Fact: Debbie once worked for a Hypnotist and she suspects that is why she sometimes has
a strong urge to flap her arms and cluck like a chicken.

Anne Cowper, SPHR
Anne joined Allen Partners in 2009 as a Senior Partner. Anne is committed to
providing her clients and candidates with an exceptional experience when they team with Allen Partners.
Anne has led the Human Resources function for several high-tech and professional services companies
including Ayers Saint Gross, Rohde & Schwarz and CeLight. Anne's experience includes all areas of Human
Resources including recruiting, strategic planning, talent management and engagement, training and development,
organizational development, compliance, HRIS implementation, benefits administration and policy development.
Anne has a Master's Degree in Human Resources and a Bachelor's Degree in Political Science from the University of
Maryland. She also holds a Senior Professional Human Resources (SPHR) certification.
Anne has always been an East Coaster but now lives in Portland with her perfect husband Jack, her crazy
boxer, Brody and occasionally her wonderful stepson, Kyle. Anne can be seen running down the Willamette on
most days, rain or shine. She is a huge sports fan with a particular passion for University of Maryland
basketball, Washington Redskins, and the Baltimore Ravens. Anne is an avid reader and her favorite activity
is religiously reading the New York Times cover to cover on Sunday mornings.
Little Known Fact: Anne cries buckets of tears every time she watches the Jimmy Valvano 1993 Espy Awards speech.

Ryan Biancofiori
Ryan joined Allen Partners in January 2006 and is a Senior Partner.
He spearheaded the growth of its technical division complimenting the already successful accounting
and finance group. Ryan currently oversees the business development and recruiting efforts for the
entire firm while working a desk himself uncovering top talent and working with some of the most
innovative and growing companies.
Ryan is from the Midwest. Born in Chicago, he grew up in
Lafayette, Indiana where he naturally became a Boilermaker graduating from Purdue. Ryan enjoys
playing a variety of sports including a round of golf when he can find 4 hours of free time.
He spends time with his energetic dog Mingus, a 7 year old puppy. He also is an active "Big" in the
Big Brothers Big Sisters organization and campaigns for the Partners with Youth program for the YMCA.
Little Known Fact: While attending Purdue University, he waited tables at a local steakhouse where his
regular customer for 3 years was a gentleman named Kermit Scott who was a childhood friend of Jim Henson,
therefore many believe is the namesake for Kermit the Frog.

Beth Valcarcel
Beth is a Senior Partner with over 15 years' experience in recruiting.
She joined Allen Partners in June of 2005. Beth has worked in every aspect of the business.
From running a desk, to running an office, to running a business, she has extensive knowledge
of recruiting processes and recruiting operations. She understands what it takes to find the right
talent for our clients as the landscape of talent management continues to change and evolve.
Beth comes from a large energetic Greek family and is the mother of a beautiful step daughter
and a basset hound. She and her husband love to travel to anywhere with a fantastic beach, a golf
course and a tiki hut. As a proud graduate of The Ohio State University, she is a Buckeye fan to the
point of being obnoxious about it. In her spare time, she fosters basset hounds for a local rescue organization.
Little Know Fact: Exhaustive investigation reveals there are no little known facts about Beth.
She is, in fact, an open book.
